Dino Morea Has Been Questioned Three Times And Named As An Accused Zero Times

Dino Morea was questioned for six hours by the Mumbai EOW on 2 October and went home. By morning, headlines had him arrested. He has not been named as an accused.

Dino Morea spent roughly six hours inside the Mumbai Police Economic Offences Wing office on 2 October, walked out at about 7.15 pm, and within the hour parts of the internet had him arrested. He was not arrested. He has not been charged. He has not been named as an accused. Those three sentences are the entire story, and they are the three sentences that went missing in a lot of the coverage.

Here is what is actually established. The Free Press Journal reports the actor arrived at the EOW office around 1 pm for document verification and a statement, and left at about 7.15 pm. Joint Commissioner Rajesh Pradhan, on record, said: “After questioning, he has been allowed to go. As per the need and requirement, he may be called again.” That is the whole of the official position. It is the third time he has been called in, after two earlier rounds in 2025.

What the case is

The underlying investigation is not about an actor at all. Outlook lays out the structure the EOW alleges: a ₹65.54 crore loss to the Brihanmumbai Municipal Corporation on desilting contracts for the 17.84 km Mithi river, the drainage channel whose failure is tied to the 2005 Mumbai floods.

The alleged mechanism has three parts. BMC officials are said to have bought desilting equipment from a firm called Matprop Technical Services in October 2020, then floated tenders written to specifications that effectively required contractors to use that machinery. Contractors were allegedly steered to two intermediaries for the equipment, which, in the EOW’s words, “was not sold to the contractors but instead rented out at allegedly inflated rates”. And civic records were allegedly manipulated “to show that larger quantities of silt had been removed from the river than were actually removed”, inflating the payments due.

Thirteen people have been booked. One of the intermediaries was arrested in May 2025. The EOW set up its special team in August 2024. The Enforcement Directorate ran a parallel money-laundering inquiry and searched fifteen locations in Mumbai and Kochi in June 2025, one of them Morea’s residence.

Where the actor fits, on the record

Morea’s name entered the file through call detail records and transaction analysis, not through a contract. Per Outlook, investigators point to communications between him, his brother Santino Morea and one of the arrested intermediaries, transactions reported in the range of ₹14 lakh to ₹18 lakh, and a shared directorship: Santino Morea and the intermediary’s wife were both directors of a company called UBO Ridez Private Limited.

Note the size of that number. The alleged municipal loss is ₹65.54 crore. The transactions linked to the actor are reported at ₹14 lakh to ₹18 lakh. Those are different orders of magnitude, and a reader who only saw a headline would have no way of knowing that.

The part that should bother anyone who writes headlines

By the morning of 3 October, outlets were running the word “arrested” in a headline about a man who had gone home the previous evening. Outlook, reporting a day later, notes flatly that he “has not been named as an accused” and that he denied the arrest claims, while “conflicting reports exist regarding his detention status”. There were no conflicting reports about his detention status. There was a police officer on the record saying he had been allowed to go.

We have spent the last fortnight on this site taking apart claims that collapse the moment you ask who said them: a ₹7,000 crore AI damages figure with no filing attached, an opening-day number that three trade sources reported three different ways, a film certification credited to a body that did not issue it. This is the same failure with a person’s name on it. “Questioned” became “arrested” because arrested is a better headline, and nobody at the far end of the chain was going to check.

The distinction is not a technicality. Being questioned means an investigating agency wants your documents and your account. Being named an accused means it has decided you are part of the alleged offence. Being arrested means it has taken your liberty. Indian celebrity reporting treats all three as the same event, and the person on the receiving end has no realistic way to unwind it.

What happens next

Pradhan’s phrasing leaves the door open: he may be called again. Investigations of this shape run for years, and the EOW has given no timeline. Nothing about 2 October changes Morea’s legal position. He is a person the police have questioned, three times now, in a case where thirteen other people have been booked and he has not.

Bengaluru Baath Take

The Mithi river story is a genuinely serious one. A city that drowns every monsoon allegedly paid ₹65.54 crore for silt that was never dug out, and the tender was allegedly written backwards from the machine somebody had already bought. That is worth every column inch it gets.

None of that is why it was on entertainment pages this weekend. It was there because an actor was in a room, and an actor in a room is traffic. The BMC officials and the thirteen people actually booked are not famous, so their names did not travel.

So here is the standard we are going to hold ourselves to, and would like applied to us. Until a chargesheet names Dino Morea, he is a witness being questioned, and we will write him that way. If that turns out to be too cautious, the correction costs us nothing. The other mistake costs him his name.
